It would be neat to see a Pacific-Atlantic incubator of sorts: modelling the successes, learning from the process, and seeing how and where the east coast context differs. I don't know if any of these people were rich though. They might have gone the route of lobbying for social development funding--and actually created some jobs, however temporary, in research, development, communication, and administration of the housing project.

221A had the capacity for long-term institutional investment because they've been established as an artist-run centre for many years now, and they had a mandate for interjecting into the community through spatial and social experiments.

You'd be better off reading their own material though to get a sense of who they are and how the housing project started. Also, I have no idea how the project has been received and whether it's actually serving artists experiencing poverty and living with low incomes in Vancouver, or more privileged members of the community.
